Shelly joined Sway Ventures in 2021 as an Investment Partner focused on investing across the platform of funds at Sway including leading the early-stage FinTech fund with a focus on Female and Diverse Founders. Also in 2021, Shelly launched the Shatter Foundation, a nonprofit to bring entrepreneurship education to girls in underserved communities.

Prior to joining Sway, Shelly founded the Shatter Fund in 2017 to invest in Technology companies led and started by female entrepreneurs. Shatter is the culmination of Shelly’s entire career of working in the Tech industry as a founder, investor, and advisor. Shatter Fund’s LPs include Franklin Templeton as the anchor investor along with UHNWI and Family Offices. Shatter Fund’s investments include Hint Water, UrbanSitter, Fitz Frames, Key Concierge, Hello Alice and more. Under the Shatter brand, Shelly convenes the biannual Shatter Summit to bring together women who are shattering glass ceilings across industries including Sports, Finance, Tech, Venture Capital, and more, to highlight the importance of investing in women on a global scale. Shelly also worked as a Venture Partner at Franklin Templeton.

Previous to Shatter, Shelly was appointed to the National Women’s Business Council in the second Obama Administration from 2013 – 2016 and served as Vice-Chair of the Women in Public Service Project started by Secretary Hillary Clinton while at the State Department. Shelly served on the Transition Team for then-Attorney General Kamala D. Harris and was a Founding Member of the NFC for the Presidential campaign for then-Senator Harris. Shelly previously served as a National Co-Chair for Technology for Barack Obama’s 2012 Presidential Campaign.

Shelly is a staunch advocate for STEM education for women and girls in the US and abroad and has worked at the intersection of technology, innovation, and policy throughout her 20+ years in the Tech industry. She holds an MS in Management Information Systems and a BS in Management Information Systems from the University of Maryland.
